President Rodrigo Duterte welcomes all critics and dissenters to exercise their constitutional right to free expression.

"I will declare the next two days as bakasyon time so that all the people can go there during the SONA and mag demonstrate kayo dun," he said.

Duterte’s third State of the Nation Address (SONA) will be held on July 23 before the Congress’ joint session.

Criticisms have mounted against the Duterte amid controversies over his human rights record, South China Sea policy, rising commodity prices, and stalled peace negotiations with the communists.

Despite the fire thrown his way, Duterte even ordered cops to exercise maximum tolerance on the day of his SONA.

Instead of taking out weapons, the President ordered the police force to simply retreat in the face of heated protest.

"As much as possible I don't want to see any rifle except your baton and your shield. I'm not asking you to die. Just retreat, retreat and retreat," Duterte said.
